Here is some further information in regards to Water Charging from the RTA Residential Tenancies Authority.
Lessors (landlords) are allowed to pass on the full water consumption charges (including bulk water charges) to tenants provided all the minimum criteria have been met.
Water Efficiency Assessments & Installation of Water Saving Devices
Recent changes to the Residential Tenancies Act 1994, from 01/04/08 new laws allow lessors (landlords) to pass on the full water consumption costs to tenants provided all the minimum requirements have been met. Part of the minimum criteria for water charging is that the rental premises is water efficient1.
Absolute Plumbing Qld is licensed to conduct WATER EFFICIENCY ASSESSMENTS for rental properties.

WHAT WE WILL DO
We will test all relevant internal cold taps, showerheads, and toilets for compliance to the current minimum water efficiency standards.
A report will be issued to you, the property owner, clearly detailing the areas that do not meet the current water efficiency standards. As part of this report you will receive recommendations for improvements and costs associated, required to meet the current standards.
Once the rental property complies with the current water efficiency standards, a Water Efficiency Certificate will be issued to you, the property owner.

1‘Water efficient’ rental properties are where internal cold water taps (<9L/min) and single mixer taps (<9L/min) (excluding bath tub taps and taps for appliances), showerheads (<9L/min) and toilets (Dual flush, 6/3L) meet the performance standards for a 3 star WELS rating or higher. These water efficiency levels may be achieved through installing 3 star WELS rated products or through the use of ‘add-on’ devices, such as aerators or flow restrictors.
